Dachshunds
They are hands down the best snugglers around. They are big and mighty watch dogs (just ask them, they'll tell you) and have hearts bigger than themselves. Originally used as hunters, they are able to withstand outdoors and do your average hiking, walks and runs. On the flip side, they're always, always down for some napping too.
Australian Shepherds
They don't come anymore loyal than an Aussie. Aussies are happy doing most anything as long as it's with their person. Originally used in herding livestock, they do require some exercise (mental and/or physical) which can vary on a spectrum but generally with good breeding, proper and consistent training early on and throughout puppyhood, exercise can be minimal as an adult.
